That's just the sample of what a sentence can be meaning in every mind, but I want to comment on my views (and like every time I can) of the sentence.
first thing I want to say is that this sentence for me it means something negative, a complaint, or something victimizing. I heard that phrase many times in my life, until one day in a kind of epiphany kind Dr. House really understand it: Life is not fair.
Consider the world before it made its appearance on earth, the homo sapiens, just things happened, a being would eat the little giant, a volcano erupted heavily where least expected, species born, disappearing species, have that a large meteorite crashed into the Yucatan Peninsula and changed so much soil conditions that wiped out the large species of dinosaurs, in short, everything happened and nothing and no one intervened to have a fair distribution of benefits / atrocities on the planet.
But one day, one of many things begin to turn your brain to generate awareness of its existence and how they can modify it at the ground, just to have a fair distribution of benefits / atrocities.

And man comes to invent the law, precisely to avoid the "law of retaliation" or "pecking order" than those that prevail and be "fair" coexistence among all human beings.
